You can create your Sims hair amending "Section" Sim I've forgotten what's tab, I have not played long, but when you go through all of them can change the hairstyle and color. The creation of a new hair style other than what is coded in the game .. Umm .. I'm not sure, probably somewhere a mod for it, but I doubt that such a thing.
